Replying to my own post - tsk!

Well I've just thumbed through the rtgplot source, and from what I can
see the total is getting multiplied by the rate figure at around line
1945.

I've rebuilt without this calculation and the figures are indeed much
more realistic, in fact they match the report.pl figures exactly.
