[rtg] rtg re-reading a targets file

Just a quick comment - I'm using rtg 0.74 on a Solaris 7 system.
I had put a bunch of gauge oids in the targets file for rtg to poll, and let
it do it's thing - but it gave me nothing but counter wrap errors. After
searching the list archives, I fixed the issue by changing the bits field on
those oids to 0 and then sent rtg a HUP. However, rtgpoll didn't recognize
the change.
Stopping and restarting rtgpoll did the trick.
Since I don't know if this is a known behavior of the code in rtgpoll, I
thought I'd bring it up. Since I now know to use 0 for the bits value of
gauge taregts from now on, this really won't be an issue for me, but now
it's posted on the list in case it is for someone out there.
