[rtg] rtg re-reading a targets file

I've run into the same problem on Solaris. HUP works for X amount of
time (where X is still unknown) on rtgpoll, and after that it doesn't
reload when it gets the HUP. It hasn't been a big enough annoyance for
me to research exactly why it stops paying attention to HUP's...
