[rtg] Updated my targetmaker

Well, I've uploaded the latest working copy of my targetmaker script. For
some reason I'm stuck on calling it a discovery agent, but that's because of
the terminology the other engineers here use.
It can be downloaded from SourceForge somewhere around here:

What's new?
- The main script now uses a config file that is reasonably simple to edit,
and helps make it much more flexible.
- The discovery script is about 20x faster than my previous version.
- I've decoupled a few of the steps of scanning the devices on the network
and creating the targets file and such.
- The 'routers' and 'targets.cfg' data is now stored and maintained in
mysql tables, for *much* greater speed, and possibly some more flexibility.
(targets.cfg can be regenerated form the DB data anytime using an included
script)
- I've actually written a real README. I hope it's enough to get someone
else to try it out.
I know my code and coding style is still rather amateurish, but I hope I
will develop better practices over time, maybe with some input from people
who might find this set of scripts useful?
