[rtg] Developing a carrier-class replacement for rtgtargmaker.pl

I've completed the first alpha-quality version of my RTG Target-maker!

Brian O'Neill's targetmaker worked great for testing a subset of my network,
but for some reason it would quit after scanning ~900 devices. Anyhow, I
have some different design goals for my script, so I continued work on it
this week, and last night it successfully built a targets file for 5890
devices! (though it took almost 7 hours)


If anybody wants to take a look, I've uploaded it to a new SourceForge
project. It's still very incomplete, and missing some major features, but in
it's current state I can use it to finish building an RTG-based polling
architecture suitable for demonstrating RTG's advantages over my company's
current poller.

I'm certainly open to suggestions and criticism, but keep in mind - I will
likely re-write this several times before I consider it production-quality.
Any constructive input will help though!
