[rtg] BTONEILL and targets.cfg

I run the most recent BTONEILL and RTG versions.
I am not certain where I should make a change to start saving specific
OID's information in MySQL (e.g. host.hrSystem.hrSystemNumUser.0,
ssCpuRawIdle).  I checked in targets.ctg but there is nothing there
and I would like to confirm that I make my changes in this file.  I
checked MySQL and the tables are not created so I must be making a
mistake somewhere.
Question:  do I make an entry in targets.cfg given that I run targetmaker?
Question: can is use names such as ssCpuRawIdle for the OID?
Question: how do I know what ID to use.  can I say "now( )" for ID?

For example,
/opt/rtg/etc/targets.ctg
host 172.22.130.10 {
        community public;
        snmpver 1;
};
# host              OID              bit  community Table-Name ID   Description
172.22.130.10 ssCpuRawIdle 32 public         CpuRawIdle ??? (Raw-Cpu-Idle)
