Yes you can, but you'd need a way to graph it. The targetmaker
application has the ability to add in new types of graphs and such, you
could someone "trick" targetmaker into creating all the stuff in the
database it needs, but dont' have it update the targets.cfg file. You
would then run your own app to insert the values in to the SQL database
yourself.
