[rtg] rtgplot.cgi not displaying an image

Did you compile the 0.7.4 tarball, or the SVN version (which is .8)?  .8
uses an entirely different URL structure to pass options to the plotter, I
believe detailed in rtgplot.c.  

Also, check the error log for the webserver, to see if it's a configuration
issue (such as bad permissions, or no ExecCGI) or an actual problem with the
CGI itself.
