[rtg] rtgplot.cgi not displaying an image

RTG looks to rtg.conf for its database configuration, in the following
locations:
./
/etc/rtg.conf
@RTG_HOME@/etc (where @RTG_HOME@ == prefix, usually is /usr/local/rtg

rtg.conf needs to contain
DB_Host
DB_Database
DB_User
DB_Pass

The user in question must have select access to the database in order for
rtgplot to work.
