[rtg] Fetching targetmaker stored config

I see where targetmaker supports storing config details in tables to avoid 
re-polling devices, but how is this intended to be invoked?  In CVS 
checkout 1.1 I see there's a create_target_from_sql(), but doesn't appear 
to be a way to run it itself (without hacking up the code); everytime I 
run targetmaker with a full or partial router list, it polls all the 
devices again.

Now that I follow the code, it looks like there may be a missing curly 
bracket somewhere.  Line 983 we've got a 'foreach $router...' and the 
matching curly brace actually closes out main().  Line indentation leads 
me to believe it should've stopped after line 1138 right before the 'Are 
we creating the graphing table' comment.  Looks like a bug but I'm way too 
sleepy to sort it out now.


btw, thanks for targetmaker!  I was getting very frustrated with 
rtgtargmaker and was dreading writing my own, then I found this guy in 
cvs.
