[rtg] 64 bit question about GigE links

I assume that if you have GigE links pushing far more then 100Mbps, 
then you have to set that interface to 64 bit in the targets file.

Other then that 64 bit setting, is there anything else that needs to be 
changed from the default rtg configs?

Reason I am asking is every once in awhile I surge up to 400Mbps or so. 
The last time it happened, bit was set to 32, so I did not capture the 
reports accurately. I want to make sure I am prepared next time it 
surges up, and there really isn't a way to test it until it actually 
happens.
