[rtg] Non-standard port polling

It doesn't look like RTG supports polling any port besides the default  
port. Additionally, the code checks to see if an rtgpoller is already  
running, and if ti is, it wont start - so you can't start another copy  
configured to poll on another port.

Using Net-SNMP as a proxy is possible, a bit of a headache though.

What are the odds of getting the SNMP port configurable?
