To get RTG to compile from latest CVS, I had to:

1.  Grab cgi.Po from .8 CVS, drop in cgilib-0.4/.deps/
2.  Replace ./libtool (version 1.4.3 in CVS) with my local copy (version
1.5.22) (1.4.3 doesn't support --tag)
3.  Remove the reference to "targetmaker.6.1.tar.gz" in contrib/Makefile, as
noted above.  

Then, ./configure, make.  I haven't gotten around to make install yet.
