FYI, step 0. is ./configure, as ./configure evidently causes my libtool
issue.

Some additional notes, as I move forward:

make install doesn't install targetmaker
rtgtargmkr.pl is still in CVS
Still extra entries in rtg.conf (OutOfRange, SnmpVer, etc)
view/rtg.php are still based on rtgplot 0.74 (same for targetmaker's
view.php)
possible to get targetmaker into automake/autoconf (several of the config
files, and the targetmaker script itself, are hardcoded with /opt/rtg)?
