I spoke too soon -- targetmaker does indeed support rtgplot .9.  However,
now that I have that working, I am noticing some bugs.  Notably, I'm seeing
lots of junk text any time a prefix has to be computed for a legend:

I saw stuff like this in rtgplot 0.8 as well -- has anyone looked into what
is causing this?
