Some workarounds were stated earlier in the thread -- either edit the
makefile to remove the cgi.Po target, or grab .deps/cgi.Po from CVS (.8)
I have lots of copies of the 0.8 code stashed around, so I went with the
latter fix. See

I'm sure someone with CVS access will eventually fix the problem, but until
then, the above change(s) will get the compile working.
