[rtg] RTG9 Configuration bugs (?)

--without-mysql, --with-mysql=no

Neither 'disables' building mysql. Maybe I'm missing something, but I  
figured I should bring it up.

--enable-shared=no, --disable-shared, --enable-static, --enable-static=yes

None of the four options seem to have an effect. I'm not sure if it's  
included in the help for configure because it's a generic option and  
isn't actually included, or if there's an actual problem.
