[rtg] rtg2 works out of the box

I just added in the missing "rate" column creation into rtgtargmkr.pl (since
I'm using it here) and createdb (which I don't think is being used anymore..)

I have also patched rtg.php with my 2007 patch to feed rtgpoll.cgi the "new"
style polling parameters.

Polling and graphing now work out of the box.. if you can coax the build process
to work. :)
