[rtg] rtg2 works out of the box

Hi Adrian,

Doing more digging, I see tm_gmtoff is often a part of struct tm. 
Unfortunately, struct tm, defined in iso/time_iso.h on Solaris, does not 
have tm_gmtoff as a member:

struct  tm {    /* see ctime(3) */
         int     tm_sec;
         int     tm_min;
         int     tm_hour;
         int     tm_mday;
         int     tm_mon;
         int     tm_year;
         int     tm_wday;
         int     tm_yday;
         int     tm_isdst;
};

Is there a way to modify rtgplot.c for Solaris?  (As you can tell, I 
don't do much programming. :-))
