[rtg] Creating availability graph's

If availability is simply based on interface up/down you could just graph ifOperStatus (and/or ifAdminStatus) directly. The values would make for a confusing graph (2 == down, 1 == up) but it would clearly show any changes. Maybe adding "factor=-1" to the grapher line object would make it less confusing?

With a little SQL work it should be fairly easy to turn that into a % availability graph by hour/day/week etc.
