[rtg] RTG 0.9 - FreeBSD

I run 0.9 and it wasn't bad (sol10x86,gcc), but there's some sort of bug
in rtgplot that keeps it from generating graphs - I suspect it's in the
graphics libraries, and that's not my forte' to attempt to figure out,
so I'm still using the 0.7.4 rtgplot against the 0.9 rtgpoll, which
works fine. 

I think there was one thing I had to twiddle to get rtgpoll to run.
Unfortunately I forget what now, since it's been a while. 

I also (asked brian to) added support for APC PDUs, since I have a bunch
and that's how I monitor power usage in my lights-out co-location site.
Brian may have uploaded those changes into 0.9. 


One of these days, I need to clean out the back months of data - I don't
really need 6 months of history, it's not especially relevant to what we
do (finance). 

What would be nice is to be able to set polling intervals on a per-host
basis - I could use 5 or 10-second polls on my core switches during the
trading day, but polling my PDUs at that rate is just wasted data. I
could do it with multiple rtgpolls running off different targetmaker
files, but that's ugly. 

(OK yes what I really need is netflow. But I also need time to find a
decent netflow collector and analyzer...there are so many out there...
I'm open to suggestions btw)

Yes.  It wasn't pretty.  If you search the archives, I listed the steps
needed to get CVS to actually compile on a RHEL system.
