[rtg] rated update

Hi Matt,

Looks good!

I was wondering though, how much is the database structure changed? I would
be glad to dump rtg 0.7.4 and go for rated, but our billing system is hooked
up with the rtg database, and I don't want to take any risks in the billing
part.

I couldn't find any SQL file inside the rated archive.
